Flying Over Uninvolved People

May I fly my drone over people – yes or no? The rules in Europe are stricter than many think, and violations are no trivial matter. In this article, we show you, using practical examples (e.g., DJI Mini 5 Pro vs. Mavic 2 Pro), which drones are allowed to fly over uninvolved people, why certifications are crucial, and how to correctly read the overview graphic.

The graphic shows an overview of the rules for flying drones over uninvolved people in Europe. This is not allowed with every drone and is also no trivial offense. To better understand how to read this graphic, here are a few examples.

Example 1

You own a DJI Mini 5 Pro. It has a C0 certification and weighs under 250 g. It falls into subcategory A1 and may fly over uninvolved people.

Example 2

You are just getting started with drones, don’t want to invest much money, and buy a used Mavic 2 Pro. Since it weighs under 4 kg but more than 900 grams, you assume that it can be flown in category A2. Unfortunately, I must inform you that this is not the case. This is a legacy drone that entered the market before 01/01/2024 and therefore did not receive a certification. Non-certified drones fall into category A3, meaning they must also be flown according to A3 regulations.
