LBA fee notices – payment problems – consequences: information on the topic

In December 2025, the LBA changed the procedure for issuing remote pilot certificates (A1/A3, A2, STS-T). Since then, access to the certificates has only been possible once the corresponding fee has been paid. However, there is currently a problem in that the payment process can either not be carried out at all or can only be carried out by credit card.

This currently gives rise to the following problems:

It is not possible to submit a certificate as a prerequisite for taking the examination for the next higher certificate. Applicants cannot perform flights to fulfil commercial flight orders without the acquired or passed certificate. The LBA provides the following information on this matter:

Re 1: The fee notice is issued after applicants have passed the relevant examination. This means that they can be admitted to the examination for the next higher certificate, even if the required certificate cannot currently be downloaded/submitted (provided that all other examination-related documents are available). To this end, it is therefore essential that applicants submit their remote pilot ID (DEU-RP-xxxxxxxxx) to the examination centre (e.g. by entering it in the application form). This is listed in the LBA user account. The best way to transfer it to the application form is by copy & paste, as this avoids typing errors:

Re 2. In particularly urgent cases, you can apply to the LBA in advance for the certificate to be made available via the mailbox uas@lba.de. However, due to the current situation, a longer processing time is to be expected.

We recommend that applicants who are offered the option of paying by credit card make use of this option. The credit card holder does not have to be the recipient of the service, so another person can also make the payment.
