Mit Beginn der neuen Drohnenregularien ab Januar 2021 muss jeder Drohnenpilot dessen Drohne mehr als 250 Gramm wiegt oder eine Kamera hat, eine Europäische Lizenz machen. Die Basiskategorie, die für alle verpflichtend ist, ist die A1-A3-Kategorie mit einfacher Prüfung. Eine zusätzliche Option für mehr Möglichkeiten ist die A2-Kategorie. Für schwerere oder kompliziertere Flüge gibt es STS und Specific als zusätzliche Kategorie.
EU Certificate of Competence (A1-A3)
General information:
The EU Certificate of Competence is the basic certification that all drone users must obtain without exception!
It authorizes the user to fly drones weighing up to 900 grams or with a CE class rating of C1 up to an altitude of 120 meters. Liability insurance for the drone is mandatory.
A major advantage is that it allows flying over individuals (but not over crowds!).
How do you obtain it?
It's very simple. All you have to do is go to the LBA website:

In the training module, you will consolidate your knowledge and qualify for the upcoming exam. The training module contains 20 multiple-choice questions that can be accessed as often as you like. If you answer 75% of the questions correctly, you can register to take the exam. The online theory exam consists of 40 multiple-choice questions from a total of 9 subject areas. If you answer 75% of the exam questions correctly, you will pass the exam. The online exam can also be repeated several times. The exam and mock exam take about an hour to complete.
There is a fee for taking the online theory exam and issuing the EU A1/A3 certificate of competence. The fee for issuing the certificate is €25.00.Der EU Kompetenznachweis ist die Basiszertifizierung, die alle Drohnenbenutzer ohne Ausnahme machen müssen!
Er berechtigt dazu, Drohnen mit einem Gewicht von bis zu 900 Gramm oder der CE Klassenkennzeichnung C1 bis zu einer Höhe von 120 Metern zu fliegen. Eine Haftpflichtversicherung der Drohne ist Pflicht.
Ein großer Vorteil ist der Flug über einzelne Personen (aber nicht über Menschenmassen!!)

- Complete the mock exam with 75% correct answers
- Register as a pilot and take the free A1/A3 exam
- Print out your EU certificate of competency after passing the exam and present it when required
EU remote pilot certificate (A2)
General information
This training is for all drone pilots who fly drones weighing more than 900 grams or a drone with CE class C2* certification (weighing between 900 grams and 4 kg). We also recommend this training for commercial pilots, as it provides all the necessary knowledge and gives you the confidence and routine you need.
- Enables drone flight at a distance of 30 meters or, in slow flight mode, even 5 meters from people with drones with CE class marking C2*.
- Continues to allow flights in the A3 category in open areas and terrain with sufficient distance from people and buildings. Drones with a take-off weight of up to 25 kg are permitted here.
- Drones without CE class certification are only flown in the A3 category as so-called existing drones.
The EU A2 remote pilot certificate documents the competence of remote pilots in accordance with point UAS.OPEN.030 of EU Regulation 2019/947 and is valid in all EU member states. This also includes Norway, Iceland, Liechtenstein, and Switzerland.

Participants acquire the knowledge and skills required to safely conduct flights in the Open Category A2. This category is aimed at individuals who wish to fly drones within visual line of sight with certain restrictions.

STS remote pilot certificate – general information
The STS license can be used as a basis for flights that:
- Do not fall into the open category
- Are carried out in accordance with European standard scenarios (STS 01 VLOS flights within line of sight and STS 02 BVLOS flights beyond line of sight)
- Practical training and assessment by our examiner is required to perform these flights
Important: To fly European standard scenarios, you need a Class C5 or C6 drone or a suitably modified Class C3 drone.

RECOMMENDED FOR:
- Pilots who need STS theory in a short time without traveling and without much effort.
- Pilots who use heavy drones (over 4 kg) and/or fly in risk areas.
- Pilots who want to extend their existing license.
- Pilots who want to fly outside the open category (in the special category).
- Pilots who want to fly in the special category under standard STS scenarios (with class C5 and C6 drones)
- Pilots who want to fly in no-fly zones
A participant who completes the training will have:
- The necessary authorization to fly in the special category according to the standard scenarios STS 01 VLOS and STS 02 BVLOS (note: additional practical training required)
- A theoretical basis for flights in the special category
- All authorizations for flights in the open category (A2)
- The knowledge, necessary safety awareness, and experience to carry out drone operations conscientiously
- Knowledge of procedures, legal regulations, and possible solutions for carrying out drone flights quickly, safely, and always legally
- Certification to improve your competence as a drone pilot

The STS and A2 licenses are recognized throughout the European Union and are issued by Pro Fly Center, a recognized testing center (DE.PStF-P.041) for STS and A2 exams as well as STS and A2 assessments.
The STS training is the only training that requires practical assessment of flight preparation, execution, and follow-up by a recognized flight school.

CE-KENNZEICHNUNG
A symbol on the drone indicates which essential requirements of the directives and regulations it complies with and to which it applies. These essential requirements are understood as general conditions for a drone to ensure safety.
Since January 2024, only certified drones, i.e., drones with a CE class marking, may be used and flown in populated areas. Other drones, unless they are declared as toys or weigh less than 250g, may only be flown in open terrain, i.e., in the A3 category.

- Class C0 UAS may fly over areas where uninvolved persons are present.
- With Class C1 UAS, the remote pilot may fly over uninvolved persons for a short period of time.
- With Class C2 UAS, a minimum horizontal distance of 30 m (5 m in slow flight mode) from uninvolved persons must be maintained.
- Class C3 and C4 UAS may only be operated in areas where no uninvolved persons are endangered and must be flown at least 150 m away from residential areas, industrial facilities, recreational facilities, and similar locations. The distance to people depends on the flight speed and is between 30 and 50 m.
